The Minister for Justice, Jim O’Callaghan TD, has welcomed the granting of planning permission for a new domestic violence refuge in Dundalk, marking a significant milestone in the Government’s Zero Tolerance Strategy to combat domestic, sexual, and gender-based violence.

Dundalk is one of 18 priority locations identified for refuge development under this national strategy, with the new facility set to double existing capacity. The project, spearheaded by Dundalk Women’s Aid, will replace the current six-unit refuge with a 12-unit facility, offering short-stay emergency accommodation alongside dedicated family and youth support units.

Minister O’Callaghan praised the progress, stating:

“A core aim of Zero Tolerance, the Third National Strategy on domestic, sexual, and gender-based violence, is ensuring that everyone who needs a refuge space will get one. Increasing capacity in the North Louth area has been a priority, and the approval of planning permission for this new refuge is a major step forward.”

The project has been made possible through collaboration between the Department of Justice, Cuan (the national domestic and sexual violence agency), the Department of Housing, and the Housing Agency.

A Safe Haven for Survivors

Minister for Housing James Browne TD also welcomed the news, emphasizing the critical role of domestic violence refuges in supporting vulnerable individuals and families:

“Domestic Violence Refuges provide not just shelter, but also crucial wraparound services such as counselling and support, creating a safe and therapeutic environment for families to heal. This Government is committed to ensuring that these services are accessible to anyone in need.”

With planning permission secured, the project is now set to move to the tendering stage, bringing the construction of the new refuge one step closer. The next phase will involve appointing contractors, with hopes of breaking ground in the near future.

This development represents a vital expansion of refuge services in Louth, ensuring that more survivors of domestic abuse have access to the protection and support they need in times of crisis.
