Louth Councillor Payments Top €1.19 Million in 2025

The cost of councillor payments in County Louth rose again last year, with more than €1.19 million paid to elected representatives in 2025, according to newly released figures from Louth County Council.

The annual figures outline payments made to councillors including their standard representational payment, along with additional allowances and expenses for carrying out council duties throughout the year.

Payments Continue to Rise

The total amount paid to councillors in 2025 came to €1,199,000, an increase on €1,142,988 paid in 2024 and €1,097,027 paid in 2023, showing a steady rise in the cost of running local government in Louth.

The largest portion of the payments — €899,351 — was made up of representational payments, which is the standard payment councillors receive for their work as elected representatives.

The figures show the overall cost of councillor payments in Louth has increased year-on-year over the past three years.

Top Earners and Allowances

The highest paid councillor in 2025 was Fianna Fáil councillor Sean Kelly, who received just over €59,000. He served as Cathaoirleach of Louth County Council from June 2025 and had previously served as chair of Dundalk Municipal District, both roles which come with additional allowances.

He received over €11,600 in Cathaoirleach allowances and a further €5,000 for his role as chair of Dundalk Municipal District earlier in the year.

He also recorded the highest travel expenses, including a trip to New York as part of the St Patrick’s Day delegation representing Louth.

Other Councillor Payments

Drogheda councillor Pio Smith was the second highest overall claimant, followed by Independent councillor Kevin Callan, who also served as Cathaoirleach of Louth County Council during part of the year.

The lowest overall payments were recorded by councillors who did not hold chairperson or vice-chair roles during the year, as these positions come with additional allowances.

Expenses and Allowances

In addition to their representational payments, councillors receive allowances to cover expenses such as travel, phone and broadband costs, and training.

Ad-hoc expenses totalled over €148,000 in 2025, while broadband and phone allowances cost over €15,000 and training expenses totalled nearly €24,000.

These expenses are designed to cover costs incurred while carrying out their duties as public representatives and attending council meetings and events.

The figures highlight the ongoing cost of running local government in County Louth, which continues to rise each year.
